Rwanda has hosted, for the first time, the Attorneys General PACT Forum 2026, convening top legal officials and development stakeholders to advance partnerships aimed at accelerating Africa’s development.
The three-day forum, organised in collaboration with the World Bank, is underway in Kigali from May 5 to 7, bringing together Attorneys General, senior government leaders, private sector actors, and international partners.
At the heart of the discussions is how stronger collaboration between governments and the private sector can unlock faster, more sustainable development across the continent.
Opening the forum, Rwanda’s Minister of Justice and Attorney General, Dr. Emmanuel Ugirashebuja, pointed to persistent development gaps—particularly in infrastructure—and called for legal and regulatory reforms to help unlock investment.
He stressed that clear, enabling legal frameworks are essential to attract private capital and support large-scale development projects.
The forum also features participation from key global institutions, including the World Bank’s Multilateral Investment Guarantee Agency (MIGA) and the African Development Bank (AfDB), signalling strong international backing for Africa’s growth agenda.
As a strategic platform, the PACT Forum aims to strengthen coordination between legal systems and development priorities, ensuring that laws and policies actively support inclusive and sustainable economic transformation.
The previous edition of the forum was held in Washington, D.C. in 2024, where discussions focused on deepening cooperation between legal and financial institutions to boost investment flows.
