The Military Court has delivered its ruling in the case involving Rwanda Defence Force officers Maj Vincent Murigande, Capt Peninah Mutoni and Capt Peninah Umurungi.
The verdict was read publicly on Friday, 5 December 2025.
On 26 August 2025, the Military Court in Nyamirambo ordered the three to be remanded for 30 days. They appealed the decision, but the court dismissed the appeal and upheld their provisional detention.
After the 30-day period, the trial on the merits began, leading to the final decision issued this Friday.
The court ruled that some of the charges brought by the prosecution were substantiated, while others were not.
Maj Vincent Murigande was acquitted of complicity in the misuse of public property.
However, he was found guilty of failing to report the commission of a serious offence. He was sentenced to one year in prison and fined 300,000 Rwandan francs.
Capt Peninah Mutoni was found guilty of misusing public property, fraudulently obtaining property belonging to another person and forging, altering or using forged documents.
She received a combined sentence of five years in prison and a fine of three million Rwandan francs.
Capt Peninah Umurungi was acquitted of all charges, including being an accomplice in the misuse of public property and in the forgery or use of forged documents.
Other individuals who had been co-accused in the case, including RCS spokesperson CSP Hillary Sengabo, CSP Olive Mukantabana, journalists Ndayishimiye Reagan (known as Rugaju), Ishimwe Ricard, former journalist Mucyo Antha Biganiro and APR FC fan Mugisha Frank (known as Jangwani) were granted provisional release.
