The agreements were concluded during the 12th Session of the Joint Permanent Commission (JPC), held over three days in Kampala, Uganda, bringing together senior government officials from both sides.

The meeting focused on expanding collaboration in key development areas, including trade, investment, and public service delivery.

In the health sector, the two countries agreed to strengthen joint preparedness and response to epidemics, enhance training of medical personnel, and deepen cooperation in priority health programmes.

The agreements were formally signed on April 22, 2026, in Kampala. On the Rwandan side, the accord was signed by Minister of Health Dr. Sabin Nsanzimana alongside his Ugandan counterpart.

Both countries also committed to strengthening cooperation in defence and security, infrastructure development, immigration services, and capacity building for citizens.

Officials from both delegations emphasized the importance of sustaining and deepening cooperation in order to support regional stability and development.

Rwanda and Uganda share a long history of diplomatic relations, largely anchored in trade, security cooperation, and people-to-people ties. Both sides reiterated their commitment to maintaining and further strengthening these relations as they expand areas of mutual benefit.
