The Parliament of the Democratic Republic of Congo (DRC) has called for robust implementation and monitoring mechanisms following the approval of draft laws endorsing agreements signed with the United States and Rwanda.
The appeal comes after lawmakers adopted the draft legislation on Monday, clearing a key step toward formal ratification of the agreements.
Presenting the parliamentary conclusions, spokesperson Jacques Djoli outlined recommendations made after consultations with different national institutions.
On the agreement with the United States, lawmakers urged the government to accelerate reforms aimed at improving the business climate in order to attract investment and strengthen trade opportunities.
They also recommended a structured public communication strategy to increase awareness of the agreements, alongside the creation of a joint inter-institutional body to monitor and evaluate their implementation.
Regarding the peace agreement between the DRC and Rwanda, parliament called for a revision of the military operational framework (CONOPS) to ensure it reflects current realities and includes corrective measures where gaps have been identified.
Lawmakers further proposed the establishment of a dedicated national oversight mechanism to track implementation, as well as stronger controls over the integration of former armed group members into the national army.
They also emphasized the need for sustained public sensitization to ensure citizens understand the scope and objectives of the agreements.
The approved draft laws have now been transmitted to the Senate for a second reading, in line with the legislative process in the DRC before final adoption.
