Dr. Mark Cyubahiro Bagabe, former Minister of Agriculture and Animal Resources in Rwanda, has been appointed Head of the Rwanda Chapter of the World Agriculture Forum (WAF).
In a statement, WAF said Dr. Bagabe’s extensive experience in agriculture, policy development and food systems management will support the forum’s efforts to advance sustainable agriculture across Africa.
“Dr. Bagabe brings strong expertise, including his service as Rwanda’s Minister of Agriculture and Animal Resources, as well as international experience in food safety and agricultural value chains,” the statement read.
The World Agriculture Forum brings together governments, farmers, agribusiness actors, experts and development institutions to promote sustainable agriculture through improved policies, trade facilitation and technology-driven innovation.
Dr. Bagabe has more than 20 years of experience in agricultural research, policy formulation and food safety regulation. He served as Minister of Agriculture and Animal Resources from October 2024 to July 2025.
He previously held senior leadership positions in key government institutions, including serving as Director General of the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA), Director General of the Rwanda Standards Board (RSB), and Head of the Rwanda Agriculture and Animal Resources Development Board (RAB).
He also worked internationally as an advisor with the International Trade Centre (ITC), focusing on food safety and trade standards.
Dr. Bagabe holds a Master’s degree in Crop Protection Technology and a PhD in Plant Health from the University of Reading in the United Kingdom.
