The Cabinet has approved a new policy introducing incentives for individuals who report tax evasion, as part of broader measures aimed at strengthening tax compliance and modernising revenue collection systems.
The decision was taken on Tuesday, June 30, 2026, during a Cabinet meeting chaired by President Paul Kagame at Village Urugwiro, which also adopted a series of legal, fiscal and administrative reforms.
Among the key measures is a ministerial order introducing an electronic invoicing system, alongside provisions for tax exemptions and a structured reward scheme for whistleblowers who provide credible information on tax fraud and evasion.
Officials say the move is intended to enhance transparency and improve domestic revenue mobilisation by encouraging public participation in identifying tax violations.
The Cabinet also received a briefing indicating that Rwanda’s economy grew by 10 percent in the first quarter of 2026, driven by strong performance in services, industry, construction, mining, ICT and export-oriented agriculture.
During the meeting, several financing agreements were approved, including concessional loans and grants from partners such as the Agence Française de Développement and the World Bank’s International Development Association. The funding will support health system strengthening, epidemic preparedness, commercial agriculture development and social protection programmes.
A number of legal instruments were also adopted, including regulations governing local government elections and the election of executive committees for national councils representing women, youth and persons with disabilities.
The Cabinet further approved updates to tax policy frameworks, including rules on microfinance institutions, corporate tax incentives, business registration requirements and accounting standards for tax compliance.
Licences for mining and quarrying activities were also granted as part of efforts to expand the extractive sector.
On diplomatic appointments, the Cabinet approved new envoys including ambassadors from Sudan and South Korea to Rwanda, a representative from the Japan International Cooperation Agency (JICA), and Rwanda’s representative to Ireland.
In other developments, the government announced that the 16th Indangamirwa youth training programme will run from July 1 to August 10, 2026, at the Gabiro Military Training Centre.
The Ministry of Defence also reported the conclusion of joint community development activities by the Rwanda Defence Force, Police and local communities, with a handover of completed projects scheduled for July 4, 2026, as part of Liberation Day celebrations marking 32 years.
Separately, the Ministry of Agriculture announced that the national agriculture and livestock exhibition will be held in Kigali from July 22 to July 31, 2026, at the Mulindi exhibition grounds.
