Rwanda Defence Force Spokesperson and Director General for International Military Cooperation, Brig. Gen. Patrick Karuretwa, has called on participants of the 16th Indangamirwa cohort to uphold patriotism, strong national values, and responsible citizenship as key drivers of Rwanda’s development.

He made the remarks on Thursday during a lecture at the Gabiro Military Training Centre in Gatsibo District, where the six-week civic education programme is being held.

The programme brings together Rwandan youth from the diaspora, students in international schools operating in Rwanda, and graduates of the national Urugerero civic education programme. It runs from July 1 to August 10, 2026.

Brig. Gen. Karuretwa’s session focused on strengthening Rwandan identity, promoting good governance, leadership values, and reinforcing citizens’ role in national development.

He highlighted Rwanda’s historical journey, noting the country’s transformation from a difficult past to resilience and sustained progress as it prepares to mark the 32nd Liberation anniversary.

He also urged young people to take an active role in shaping the country’s future, encouraging them to reflect on the kind of citizens they must become in order to build the Rwanda they aspire to live in.

“The most important question is not, ‘What kind of country do I want to live in?’ but rather, ‘What kind of citizen must I become in order to build the country I want?’” he said.

The Indangamirwa programme is designed to equip young participants with knowledge and values that promote patriotism, discipline, cultural identity, leadership ethics, and active participation in national development.
