Residents of Bugesera District have been encouraged to embrace a culture of paying taxes, with officials stressing that tax revenue finances infrastructure and public services in their communities.
The message was delivered on February 21, 2026, during the launch of Community Council Week in Mwogo Sector.
Councillors from village level up to district level met with residents to discuss community concerns and help resolve outstanding issues.
This year’s Community Council Week runs under the theme: “The citizen at the centre, good governance and rapid development.”
Officials noted that Bugesera District will benefit from 69.4 kilometres of tarmac roads designed to improve access to the new international airport under construction, Bugesera International Airport, and to facilitate transport for users of the facility.
Part of the planned road network will pass through Mwogo Sector, which borders Kigali via Kicukiro District.
The Chairperson of the District Council, Munyazikwiye Faustin, said these projects depend on citizens fulfilling their tax obligations.
He stated:
“A major infrastructure initiative is planned in Mwogo Sector, including a wide road leading to the airport. Such facilities as health centres and schools cannot be built or expanded without proper tax contributions.”
Munyazikwiye also urged residents to prioritise hygiene and cleanliness in their homes and surroundings.
He said:
“Being the gateway of the country requires us to present ourselves well. With the airport entry point passing through our area, visitors heading to Kigali or other destinations should find a clean and well-organised community.”
The council chair noted that Community Council Week is expected to strengthen citizen participation in governance and deliver meaningful outcomes.
“This week aims to raise awareness of government programmes and bring leaders closer to the people. Councillors at all levels, from cell to district — are elected by citizens and serve their interests. It is an opportunity to return to the communities, listen to concerns and provide solutions,” he said.
During the event, awards were presented to sectors that performed best in council effectiveness. Nyamata Sector ranked first, followed by Ruhuha Sector, with Ngeruka Sector taking third place.
