President Paul Kagame has presided over the swearing-in of four officials appointed to new positions: Uwacu Julienne as Minister of Public Service and Labour, Uwizeye Judith as a Senator, Claudette Mukashyaka as Auditor General of State Finances and Kubwimana Gratien as Deputy Auditor General of State Finances.
The appointments of Uwacu Julienne and Uwizeye Judith were announced in a statement issued by the Office of the Prime Minister on Tuesday, October 27, 2026. Mukashyaka Claudette and Kubwimana Gratien were appointed during a Cabinet meeting held on October 26, 2026.
Addressing the officials after they took their oaths of office, President Kagame said their swearing-in marked a commitment to serve the country, which expects them to deliver tangible results. He noted that some had previously held other positions in different institutions, while others had taken oaths of office on several occasions.
He said that as the years go by, officials are entrusted with different responsibilities, whether new or familiar, and must regularly assess their performance to determine whether they are carrying out their duties effectively or need to make improvements.
“What matters is that we should also assess ourselves and ask: How have we been performing our previous responsibilities, and how much more effort do these new responsibilities require of us to perform even better?” he said.
President Kagame emphasised that self-assessment should not be limited to those taking on new responsibilities but should be practised by every leader, whether serving the country or managing their own affairs.
“This is a good opportunity to reflect and continually seek ways to improve how we perform our duties. Wherever we are, the responsibilities we hold do not concern us alone. What we do affects many other people. When we perform well, they benefit; when we perform poorly, they bear the consequences,” he said.
Uwacu Julienne returns to Cabinet after an eight-year absence. She previously served as Minister of Sports and Culture, a position she assumed in February 2015 before leaving in October 2018. After leaving government, she continued working in institutions promoting unity and culture.
Claudette Mukashyaka is a financial auditing expert with more than 15 years of experience in internal auditing and four years in external auditing.
Since 2021, she has served as Director General of Internal Audit at I&M Bank Rwanda. She has also worked at the Office of the Auditor General of State Finances.
Mukashyaka is also Vice President of the Institute of Internal Auditors Rwanda, representing the private sector. She chairs the Audit Committee of the Board of Directors of Parliament.
