Ngoma tops performance contracts on back of ‘bwije nkoze iki?’ initiative

Ngoma District has emerged as the top-performing district in the 2024/2025 performance contracts, with its mayor attributing the success to a results-driven initiative known as “Bwije nkoze iki?” (What have I done today?).

Mayor Niyonagira Nathalie said the approach has been instrumental in strengthening accountability among leaders and citizens alike, enabling daily self-assessment and early identification of implementation gaps.

The remarks follow the release of a national evaluation report presented on March 23, 2026, during a high-level meeting of government and local leaders. The assessment, conducted by National Institute of Statistics of Rwanda, measured district performance against targets set under the 2024/2025 imihigo framework, focusing on socio-economic transformation and service delivery.

Overall national performance stood at 69 percent.

Ngoma District led with a score of 77.2 percent, followed by Gisagara District at 76.6 percent, while Nyagatare District ranked third with 74.3 percent.

Mayor Niyonagira said the district’s performance was driven by close collaboration with residents, consistent follow-up on project implementation, and a strong commitment to achieving set targets. She noted that the “Bwije nkoze iki?” initiative enables daily tracking of individual contributions across three key pillars: economic development, good governance, and social welfare.

She added that a culture of accountability, combined with internal competitions under a local initiative dubbed “Ntawampiga” (No one should outperform me), has motivated stakeholders to deliver projects on time and exceed expectations.

At the lower end of the rankings, Nyabihu District ranked last with 54.3 percent, preceded by Rulindo District at 59.1 percent and Rubavu District.

Nyabihu Mayor Mukandayisenga Antoinette attributed the district’s performance challenges to its geographical vulnerability to natural disasters, which disrupted the implementation of several planned projects.

She cited delays in infrastructure development, including the Tubungo–Nyakiriba road project intended to improve access to Nyakiriba Health Center, which was affected by heavy rains and could not be completed on schedule.

Despite the setbacks, Mukandayisenga said the district is undertaking a comprehensive review involving leaders, partners, and citizens to address shortcomings and improve future performance.

During the meeting held at Gako Military Academy, Paul Kagame called on local leaders to prioritize citizen concerns and deliver tangible results, warning that failure to do so undermines national progress.

He emphasized the need for urgent reforms in governance, noting persistent challenges including poor service delivery, weak coordination among officials, and a tendency among some leaders to repeat mistakes without meaningful change.

Nyabihu District Mayor Mukandayisenga Antoinette said natural disasters were a key factor behind the district’s last-place ranking.
