President Paul Kagame has appointed new leaders across government, public institutions and diplomatic missions, in a reshuffle announced in line with Articles 111, 112 and 116 of the Constitution of Rwanda.
The changes were announced in a statement released on June 10, 2026, by the Office of the Prime Minister, detailing new appointments in Cabinet, state-owned institutions and Rwanda’s foreign missions.
Cabinet appointments
In the latest changes, Damien Murwanashyaka was appointed Minister of Infrastructure, replacing Dr. Jimmy Gasore. Armand Zingiro and Col. Claudien Bizimungu were appointed State Ministers in the same ministry.
Judith Uwizeye was appointed Minister of Public Service and Labour, replacing Amb. Christine Nkulikiyinka, who had held the position since August 2024.
Antoine Marie Kajangwe was appointed Minister of Trade and Industry, replacing Prudence Sebahizi, who also assumed the role in August 2024.
In a related move, Tuyishimire Chantal was appointed Permanent Secretary in the Ministry of Trade and Industry, replacing Kajangwe, who has now been elevated to ministerial rank.
Changes in public institutions
Louise Kanyonga was appointed Chief Executive Officer of Zigama CSS, while Maximilien Byilingiro was named Chief Executive Officer of the Rwanda Energy Group (REG).
Michelle Umurungi was appointed Deputy Chief Executive Officer in charge of Investment at the Rwanda Social Security Board (RSSB).
Diplomatic appointments
President Kagame also named new ambassadors to represent Rwanda abroad.
Lt Gen (Rtd) Karenzi Karake was appointed Ambassador of Rwanda to the People’s Republic of China.
Maj Gen Emmanuel Bayingana was appointed Ambassador to the State of Israel.
Col (Rtd) Jeannot Ruhunga was appointed Ambassador to the Republic of Poland.
Amb. Christine Nkulikiyinka, formerly Minister of Public Service and Labour, was appointed Ambassador of Rwanda to the Kingdom of Spain.
