Service delivery has emerged as the top-performing sector in the implementation of the 2024/2025 performance contracts, scoring 93.7%, according to the latest report by the National Institute of Statistics of Rwanda (NISR).
The energy sector ranked second with 89.82%, followed by social protection at 89.63%, reflecting strong gains in key public service areas.
Other sectors also recorded solid performance, including exports (84.11%), agriculture (82.23%), and job creation (81.48%), indicating broad-based progress across the economy.
In contrast, urbanisation lagged significantly behind, registering just 51.96%. The report attributes this to persistent challenges in procurement processes, contract management inefficiencies, project delays, and budget constraints.
Overall, government institutions and ministries achieved an average performance rate of 75.94%, pointing to steady but uneven implementation of national targets.
Among institutions, the top performers were the Ministry of Defence (MINADEF), Rwanda Governance Board (RGB), Ministry of Gender and Family Promotion (MIGEPROF), Ministry of Justice (MINIJUST), and the Ministry of Public Service and Labour (MIFOTRA).
Regionally, Eastern Province led with 72.7%, followed by Southern Province (71.1%) and Northern Province (67.3%). Western Province ranked fourth at 64.2%, while the City of Kigali placed last with 59.3%.
At district level, Ngoma topped the rankings with 77.2%, ahead of Gisagara (76.6%) and Nyagatare (74.3%). Gakenke followed with 74.2%, while Gatsibo and Nyamagabe tied at 73.5%. Muhanga and Gicumbi shared seventh place at 73%, with Rwamagana (72.7%) and Kirehe completing the top ten.
The report highlights strong gains in service delivery and sector performance, while underscoring urban development as a key pressure point requiring targeted reforms.
