Stella Rusine Nteziryayo appointed CEO of Rwanda Development Bank

The Rwanda Development Bank (BRD) has appointed Stella Rusine Nteziryayo as its new Chief Executive Officer, succeeding Kampeta Pitchette Sayinzoga, who has completed a six-year term leading the state-owned development lender.

The appointment was announced on Wednesday, 24 December 2025, in a statement shared on BRD’s official X (formerly Twitter) platform.

BRD commended Mr. Sayinzoga for his leadership, crediting him and his management team with steering the institution through a period of significant growth and transformation.

According to official figures, BRD’s total assets expanded sharply from RWF 157 billion in 2019 to RWF 1,000 billion in 2025, underscoring the Bank’s strengthened financial capacity and expanding role in financing national development.

In welcoming Ms. Nteziryayo, BRD said it is confident she will consolidate these gains and further enhance the Bank’s impact in supporting Rwanda’s economic transformation.

Ms. Nteziryayo brings extensive public finance experience to the role, having previously served as Director General in charge of Public Debt at the Ministry of Finance and Economic Planning (MINECOFIN). She is also a member of BRD’s Board of Directors.

She holds a Master’s degree in Economics from the University of Rwanda, awarded in 2019.
