The Government of Rwanda, together with its development partners, continues to emphasize strengthening the health sector to ensure that Rwandans enjoy good health, which in turn supports productivity, national development, and individual progress.
These points were highlighted by Prime Minister Dr. Justin Nsengiyumva on Thursday, March 26, 2026, when he addressed members of both chambers of the Parliament. He underscored that the government’s various initiatives, which prioritize citizens, are central to its policy of delivering effective public services.
Dr. Nsengiyumva stressed that the success of these initiatives relies on the active participation of every Rwandan. He called on citizens to uphold hygiene and sanitation, enroll in and utilize the Mutuelle de Santé (community-based health insurance), and actively seek and provide quality services, emphasizing that this is both a right and a responsibility.
He said, “We are all called to be part of this effort. Each one of us has a vital role in promoting our own health and the wellbeing of our nation. Let us maintain cleanliness, participate in Mutuelle to protect ourselves from disease, and ensure we both give and receive quality services, as this is our right as citizens.”
The government further announced plans to improve service delivery in health facilities to ensure that citizens receive timely, high-quality care. Measures will also be strengthened to monitor and hold accountable those responsible for substandard services.
The citizen-centered approach means that every Rwandan should have access to efficient and high-quality services, making it a cultural norm across all public institutions and their staff.
This initiative reflects the government’s commitment to improving the welfare of its people and building a nation whose citizens enjoy good health—a fundamental pillar for sustainable development.
