Rwanda Parliament unveils genocide memorial honouring CND staff killed in 1994

The President of the Senate, Dr. Kalinda François-Xavier, and the Speaker of the Chamber of Deputies, Kazarwa Gertrude, on Monday unveiled a genocide memorial symbol at the Parliament of Rwanda in honour of staff members of the former National Development Council (CND) who were killed during the 1994 Genocide against the Tutsi.

The unveiling ceremony formed part of activities marking the 32nd commemoration of the Genocide against the Tutsi, with special tribute paid to former parliamentary staff who lost their lives during the genocide.

The event was preceded by a moment of silence in remembrance of CND employees Gashayija Pierre Clestin, Kayiranga Célestin, Mugenzi Jean Louis, and Mukantembe Aloysie.

Senator Prof. Dusingizemungu Jean Pierre, President of the Association of Genocide Survivors’ Psychologists (AGPF), said the memorial is intended not only to honour the victims but also to serve as a permanent reminder of the consequences of hatred, division, and the misuse of state institutions.

He said the site is designed to encourage reflection on Rwanda’s history while reinforcing a collective commitment to eliminating division and strengthening national unity and resilience.

The memorial features four key components. The first is an inscribed wall carrying a message reaffirming commitment to preventing genocide, fighting genocide ideology, denial and minimisation, and eliminating all forms of discrimination while promoting unity and national cohesion.

The second comprises four stone pillars representing the four CND staff members who were killed. The natural stones, chosen for their strength and permanence, are intended to symbolise the gravity of the history they represent and the enduring nature of remembrance.

The third element is a memorial garden designed as a space for reflection and remembrance, featuring cactus plants selected for their resilience in harsh conditions, symbolising endurance and survival.

The final element is a symbolic light representing hope, resilience, and the continued determination to build a united and prosperous nation.
